I just realized that the 'project_issue_show_comment_signatures' setting only works on drupal.org due to a hack in the bluebeach theme. I noticed this since I was seeing signatures on issue comments on the redesign site. I've got a patch, stay tuned...

Looks good. Defaulting to no signatures-on-issues should mean no additional work outside this issue is needed to turn this on.

Great. Committed to HEAD. This will go live on redesign the next time I sync project_issue into vendor. Was just going to hold off on that until the dust settles on #921210: Fix performance of "My issues".
