If you're using OG with Workflow, you'll find that group context is not maintained when you go to the Workflow tab. Let's say you have a publisher role with Workflow tab access, and that role is being assigned within a group. So when you're looking at an item (with a workflow assigned) in a group, the Workflow tab appears. But when you click on it, the group context vanishes, taking your publisher role with it. And then you get an access denied error.

This may be an OG issue, I don't know for sure.

Since this request is over a year old, I'm going to assume a solution was found or you've moved on. If not, please get updated to the latest versions of all modules and make a request for it against Drupal 7 if the problem is still there and I'll be glad to take a look at it.
