In the meantime however, just to get this in here, this new patch fixes the problem properly (I think...), by removing throbber styling from Seven completely. There already are proper throbber styles in system.base.css system.base-rtl.css, to which the existing styles in Seven's style.css add nothing of value. So out they go...
Also attaching a new throbber.gif which also has 2px of empty transparent space to the left of the throbber (not only to the right) for giving it a small visual padding inside its input element when rendered in RTL context.
Setting to postponed while trying to reroll #766458: Seven theme lacks rtl styling including these changes.
