When I create a rule, add styles, and click save, the styles I added aren't saved along with it and the styles area is left blank. I also check to see if there's a css file in my sites/default file and there aren't any there.

Something isn't working, and needless to say it's very frustrating. What am I doing wrong?

Most likely the permissions on your files directory are not correct. Please go to admin/reports/status and check that. I imagine if you look in admin/reports/dblog you'll see errors. there.
