This is the "Import on create" setting under Basic Settings in the feed importer. I don't believe this bug is new...it also happened in beta3

Yes, this is by design. We should have better sanity checks on importers though. I expanded this issue here #913458: Sanity check importer configurations and I'll set this one to closed.
