The tab text has capital 'R' and 'A', where as all other tabs on the ?q=admin/access page are in lower case, as is with all local task tabs in Drupal.

Correct. It is through an oversight. I've changed the name from "Role Assign" to "RoleAssign". In this connection I did search and replace on the soucre file. I noticed the miss-capitalization after I 've checked in the code. I plan to fix it with the next update.
