Ckeditor Perms not carried through

Well the module as always seems to work but today I uncovered a bug with the access ckeditor permission, it was turned on for the administrator role but it would not show up for any administrator. I had to give authenticated users access to ckeditor for it to work which is not proper. So my guess is this must be a bug or a conflict with another module. I will keep my eyes peeled for any further clues.

This has only happened on a site i upgraded to 6.x-1.3 AFAICT but I will check others too. Hopefully its just a site thing and not an actual bug.
