2.x release with bug fixes

Followed plan for final D7 release as outlined in #3018432: Plan for Media Element 7.x-1.3 release.

#3018913: Allow for configurable source of MediaElement library: Allows for library source config.

Note: This release updates how config is stored. It may be necessary to re-configure any settings already being used.

#3009312: Fixes issue with missing thumbnail throwing errors.

Drupal 8 Port of MediaElement:

- Integrates CDN for site files.
- Leverages core audio and video formatters from File module.
- Configurable poster image from image fields, processable by image styles.

Changes since 7.x-1.1:

• #1347504: Fixed typo in README.txt.

• #1170536 by RandalK: Fixed field formatter form.

The primary purpose of this release is to fix a compatibility issue with the media module. The media module changed how it works with field formatters breaking backwards compatibility. This release fixes media module compatibility. You only need to or should update if you are running the latest media module versions.

Fixed bug where mediaelement js was having options passed in that were not its own and were causing the script to break.

- Added download media option.
- Added support to disable the controls.
- Added link.module support.
- Added configurable classes for each formatter settings. This will aid in custom themeing for each place a formatter is used.
