I just an update of panels everywhere (to 1.1) and panels tabs, and started getting the above error.
A very simple patch that addresses the issue (hopefully correctly!) is attached.

smoothify commentedI'm moving this over to Tabs panel style and marking as a duplicate, as this issue was caused by some code in the patch I created and isn't really a problem with panels itself.
I have created a new patch to address this issue inside the following issue (comment #17):
