The "Temporarily Offline" message functionality is implemented in Drupal 5.0 with its "Site maintenance" setting, so that could be removed from this module.

It's not a replication of that functionality, it's simply a duplication of the form.

It just makes sense to have that control under the advanced front page settings in the same way that the SET DEFAULT FRONT PAGE setting is also there.

won't fix unless there's a very compelling reason to remove it.
