I think Drupal convention is something like the following on the first line of the module:

include(drupal_get_path('module', 'userreview') .'/userreview.theme');

I've done this on one of my projects and it helps me while working on interface-only issues.

This version of userreview is not supported anymore. The issue is closed for this reason.
Please upgrade to a supported version and feel free to reopen the issue on the new version if applicable.
