When inline_msg is enabled and Drupal Tweaks Msgs is activated, all messages including FAILED messages disappear. Since I'm theming status messages, I'm left with an empty box surrounding what used to be messages. These messages are not related to any form so shouldn't be inlined.

I test this by calling drupal_set_message('foo', 'warning', FALSE) in hook_init.
