This goes to the contrary of #823088: Make page building more flexible and alterable some degree, but what I realized is that we'll never reach enough flexibility if we do not let the admins move stuff around. Plus making the side-kick info boxes actual blocks fits in best with the d.o redesign goals as well and will let us employ standard page structures instead of deviating from the rest of the site family. Will work on block-ifying the rest of the pages on the heels of #823088: Make page building more flexible and alterable.

gábor hojtsyThis change failed a few tests and lacked an update/install path. Now with a patch that includes proper install functions for the blocks (l10n_community, l10n_packager and l10n_groups). All tests pass again.
