File scan conflict, plug-in exists api, attributes helper [#821382]

Fixes an issue when scanning for files where two sub-themes share a similar folder name.

example:

"theme_path/sub-theme-abc/" would conflict with "theme_path/sub-theme-a/"

Whoops, accidentally committed other fixes.

hex_plugin_exists api + attribute helper api which are used as a short hand for print_select - existing api.
