Hello,

Trying to authorize some of my users to acces the page [my_website]/admin/content/validator/validate, I noticed that the two permissions "administer w3c_validator" and "use w3c_validator" were not making this possible.

After reviewing quickly w3c_validator's code, I found out that a permission "administer w3c_validator_site" was used in the code of "w3c_validator_site" module, but it was not declared.

To solve this, I suggest this patch that just declares this missing permission "administer w3c_validator_site" that makes possible its association with users.
