I followed the 4.7 instructions. With the epublish folder (unaltered by me) in drupal/modules or drupal/sites/default/modules, I can't view the modules page within my drupal installation. I am able to view the page when I delete the folder. Rinsed and repeated.

I never had this problem.
And no update on this for more than a year.

Better to close the issue. :)
