I've only noticed this on 2 production servers with PHP5.3.x, not on devel servers with PHP5.2.x, although that might be a furphy.

Please see attached image, with example of mouse held over Site building > Blocks

Instead of children List and Add block showing indented, they cover siblings of Blocks.

PS: same problem on all browsers used: Firefox, Safari, Chrome, Opera.

Are you sure that this isn't caused by your theme? Can you try to temporarily switch to a core theme?
