Default rules need to have unique name

Hello,

Berdir, the developer of Privatemsg found that there was a conflict with Node Limit Number and possibly other module because of the naming of the default rules that needs to be unique.
If two modules declares default rules with the same name then some warnings shows up everywhere and a fatal error happens on /admin/rules/trigger
