Kristen,
I think that you should clearly state in the instructions that you give to the users on block settings page (/admin/build/block/configure/featured_content/n) that the Featured Content specific conditions are ANDed (thay are ANDed, aren't they?) with other block visibility settings.
In particular, "Show block for specific roles" and "Show block on specific pages" can conflict with FC conditions and give unexpected results.

I just added more information in the visibility settings section. Once the new *dev* is available, please review it and see if it is clear enough. I've also pasted below for reference:

The following block visibility settings can be used in conjunction with the regular user-specific, role-specific, and page-specific block visibility settings. The module will check the current page being shown and, if it is a node view page, will use the settings to determine whether or not the block should be shown for that page. Note: If you use these visibility settings, they will be "ANDed" with the other visibility settings. For example, if you choose to show the block for the content type "blog" and you choose the page specific setting to show the block for pages with aliases like "*topic*" then the block will only be shown if the node's content type is "blog" AND the node's alias contains "topic" in it.
