I was toying with this idea a while ago. Webform is already a very large module, but I think that this could easily be implemented with another module. If you're technically savvy, you might try starting with the attached module. It is a very preliminary module, mostly for demonstration purposes. It currently creates a few items in every new webform, and the items can't be changed except through the source code.
