What file is suppose to go to /sites/all/libraries ?

You should upload the entire jquery-pushup directory so the library is located at /sites/all/libraries/jquery-pushup/js/jquery.pushup.js and the css is at /sites/all/libraries/jquery-pushup/css/pushup.css.

Ok I get it now, recommend rewriting the readme to say move folder /jquery-pushup/
to /sites/all/libraries/

The phrase "Upload file to folder" doesn't tell us anything.

I will be sure to add a commit shortly with the new readme.txt. I also have a couple planned features to add.
