Changing the name of a vocabulary resets the permissions settings to default for that vocabulary. This suggests that the permission is based on the vocabulary name, and not the vocabulary ID.

Steps to replicate:
1) Create a vocabulary.
2) Grant permissions for that vocabulary.
3) Change the vocabulary name.
4) The permissions checked in the /admin/user/permissions are no longer checked.
