Publish button should check user publishing rights first

Hello,

When enabled, Auto Unpublish setting expose the Publish button to the roles that have no publishing rights.

Types can be editable by many roles and may have S&E functionality, but user rights may differ eventually.

IMHO this should be considered as a bug, and can cause a security issue for casual admins.
