With many instances of templates, the syncronize UI becomes difficult to use. The fieldsets should be broken into subtabs, with the main form content coming from the best include file (like skeleton_template.inc).

The attached patch moves each syncronize type into it's own tab as per the screenshot. This will be committed shortly.
