Regions

I have added the search bar block to the "Banner region," and I would like to have my login block, and logintoboggan block underneath it, instead of right next to it. How can I achieve this? Also, is it possible to create my own regions?

here is an attachment showing the way I have it set up. I'd like the login/logout information directly UNDER the search bar.
