the readme talks about hand executing signup.mysql which is old news.

Title: update README for .install » update INSTALL.txt for .install

i just finished a massive cleanup of README.txt: split out the install instructions into INSTALL.txt, consolidated the todo items in a TODO.txt, major reformatting, re-write, etc, etc. i also made the 4.7 and HEAD versions accurate for 4.7 and HEAD, in particular removing the references to manually updating the DB schema.
