When we apply patches to a project, we should probably put the list of patches applied to it in a file called PATCHES.txt. It should be in the following format:

- [patch 1 url]
- [patch 2 url]
- [patch 3 url]

This file was generated by Drush Make (http://drupal.org/project/drush_make)

There should also be a --no-patches-txt option to opt out of the file being created.
