Other modules includes TAC_LITE (modified to support free tagging)

I have a created a simple "proof read" moderation work flow with the states of "draft, proof read, and finalize"
Everything looks set right and I see the state changing in the log.
However, users of the proof reading group cannot access the document. Of course the admin can, but not anyone else.

What am I doing wrong?

This version of workflow does not provide any access controls. Please check back when we release the 5.0-1.0 version.
