I noticed when using the spaces_user space type, that the admin links did not print in the $space_admin_links. Upon further review, I found that unlike spaces_og, the admin_links function within spaces_user.module doesn't return $links. I've included a patch to potentially fix this issue.

Setting this to won't fix - as we're not maintaining the 2.x series anymore. I'd encourage you to take a look at spaces 3.x
