Enable administrators to manage other users content profiles

Content profile is really awesome. I'm having some trouble with enabling admins to manage other users content profiles.
I have a company node type and person node type. person is a content profile. so far so good.
How do I enable admins to be able to create users and also create and manage the content profiles for those users?
What if I also want to be able to add other "person" in order to use them as contacts for a company. I used panels to add a node add form in the node view of a company and whenever I visited the company node i was redirected to the content_profile person node edit.
