If you enable Total Control with Panels and Views disabled, the module will report

* Total Control requires Views 2
* Total Control requires Panels 3

Which is true, but these should not be displayed if

* You are enabling them with total_control
* They exist and are disabled (they should automatically be enabled??)

Not sure if this is Total Control or Core.
