Rather than needing to select a region, I'd like to just define a queue and then use that as a single block in panels. Something more along the lines of how defining a new custom block currently works.

In my particular case, I have a few different layouts I use that all need to include a group of blocks, but those blocks are not placed in the more traditional regions.

This module is no more maintained on it's 6.x branch.
The new release on 7.x branch doesn't required any region to be specified when creating a new blockqueue.

So I'll close this issue because won't be fixed under 6.x branch.
