Total user quota: Calculate the total space of files uploaded by IMCE and other modules such as image and photos
How to make Total user quota: only affects IMCE and not all modules installed as image and photos in which I upload files.
The user space must be allocated in the upload module and not in the IMCE because when I upload more files and have exceeded the limit of space between the IMCE modules will not let me upload files.

Total user quota is total! user quota :)
It aims exactly what you're complaining about.
Besides, it's optional.

If not the limit in total user quota is made unlimited he permits raiseeing unlimited archives to me; ignores assigned space the user in the module Upload.
If outside optional to the laying eggs nothing in total user quota: He will have to calculate the assigned space in the module upload.

If you don't want to use TUQ you must set it to 0 as it is stated in the field description.
When you disable TUQ IMCE uses Directory quota only. If you also set it to 0, it means you set unlimited directory quota.
These are explained in the description text under the corresponding fields.
