Until TR updates the module, Install the Aug 26, 2009 development snapshot then modify uc_canadapost.module according to the information I've provided here: http://drupal.org/node/441708#comment-2046232

Once done also go to you Quote Methods for Canada Post configuration page under "Home » Administer » Store administration » Configuration » Shipping quote settings" and make sure you've selected the necessary Canada Post Services for international destinations. Also make sure the shipping methods are also enabled in your SellOnline account.

I'm going to mark this as duplicate of #441708: Errors/Warnings when trying to checkout after Canada Post quote received? because that issue seems to have found the problem.
