Discount Setting operates as Multiplier not Percentage

The discount setting in MERCI Settings actually works as a multiplier, not a Percentage. (Kevin says the DOM version does work as a percentage). So a 100% member discount is not achieved by entering 1 or 1.0 (the decimal equivalent) rather 0. Likewise a 60% discount is obtained by entering .4 not .6.
