Have you ever tried to create nested containers ?
I mean:

GENERAL
    ISSUES  
        bug issues forum 
    QUESTIONS
        Forum for  web questions

Seems not to work properly.
Anyway i'm going to move all forums to the main page, but maybe this is a bug.

This is actually a duplicate of #520758: More flexible container handling . Not your fault for not finding it. It got a partial fix and then closed because I didn't realize merlinofchaos's fix didn't make it do what I intended to do.
