Action for bulk setting of CC licensing

Often as an administrator I would like to set a license and CC metadata on many nodes at once. Drupal's "Action" system makes such things easy through a Views Bulk Operation UI.

Here are some docs on how to write an action. In this case, it would need to be a "configurable" action, so after initiating the action, the user can set the CC options and fields.
