First off, you will need the PECL APC Package available at http://pecl.php.net/package/APC. The current version is 3.0.14 as of this writing. This can be done as root on the command line with the following:
webserver# pecl install apc
I'm such a noob, but I need my slow Drupal site to use a PHP accelerator or I may lose this project to horrible loading times, and I don't know how to perform this first task. I've downloaded the PECL package and I know how to open my command line, but I don't know what to do from there.
I'm using a Dedicated, Shared Hosting GoDaddy server and I think I read somewhere that there are issues with using PHP accelerators with them, but I wanted to ask here anyway.
Help would be SO appreciated.

Install instructions are in the APC package I believe.
