Importing Multi-Level Terms with similar names not working

I am trying to import into a multi level taxonomy:

Tiles:
-Brand 1
--Type 1
---Red
---Blue
---Green
Brand 2
--Type A
---Red
---Blue
---Green

It seems like when I import it with Brand1>Type1>Red it will assign it those terms except the "red" term will be assigned under brand2, even though the parent items were correct.

Has anyone else had this problem and if so is there a fix??

I also thought it was odd that since I am doing it by hierarchy ">>" and not multiple values "||" it would ONLY add the term 'red' and not its parent terms as well
