You'll need to apply #534400: Dialog UI not working in IE7 before you can test this or it will completely fail.

In IE6 I see:
IE6 [Running] - Sun VirtualBox

After I drag it just a little bit I see:
IE6 [Running] - Sun VirtualBox

Beyond the drag and drop issue there is a presentation issue.

This may be relation to this issue:

Maybe loading the CSS and JS with the node form could solve that problem.
