Zen theme settings not visible on subtheme

As noted here, the Zen theme settings (such as those that control visibility of the breadcrumb and rebuilding theme registry upon each page load) are not visible on my subtheme.

It's entirely possible that I've set something up wrong when creating my subtheme but as there are currently no instructions on how to do so I can only guess.
