Release notes

Changes since 6.x-1.4

1) Allow a translated node to be sent for translation to a new language. eg Dutch to English then English to Chinese.
2) Enable content to be sent for translation to multiple languages and control the translation languages independently.
3) Show cost estimate in the dashboard according to the current filter settings.
4) Display the correct translation status in the dashboard after translating an updated node.
5) Display the block description in the dashboard if the block has no title.
