Although the permission is set for anonymous users to access comments, they are not visible to them. Why is it so? Is it a bug or I missed some other settings?

Hmm, comment work fine with my sub theme I would double check permissions, CCK, modules, error logs. If you change to a different theme can you see the comments? If not it's an issue with your configuration, if you can check your sub theme or review your theme installation.

This issue is being closed because it is against a branch for a version of Drupal that is no longer supported.
If you feel that this issue is still valid, feel free to re-open and update it (and any possible patch) to work with the 7.x-4.x branch.
