It says that it is committed, but I cannot find these settings. Right now I can only use plain text..

The setting was removed as it was considered a security bug. Filters are now applied by default. As an admin when editing an ad, search for 'Input format' if you'd like to change the input filter that is applied to that advertisement. This filter will apply for all visible fields for that ad type.
