Nodes allow you to choose a menu location for your node from node/n/edit. Now we have an edit tab for taxonomy terms, we should add the same facility there.

(Catch informs me that this comes out of the ideas in #475968: Path helper interface for menu module.)

My concern is that people don't want to create a menu item for taxonomy/term/% nearly as often as they do for node/%. Rhetorical question: is it worth cluttering the term edit page with an extra fieldset for a feature few people use?

Spoke to akahn in irc, and he had a better idea for doing merlinofchaos' idea straight off. So marking won't fix.
