This could be user error...I can't find a way to give a panel page a title unless I create a menu item for it. Previous versions of panels had a place to set the $title var for the page.tpl but perhaps that has changed in Panels 3?

It's a little hidden if you're using panel pages/panel task handler -- on the content page, click 'display', display settings, and fill in the value ther.e
