How to add filter to input format?

Hi all,

Using Flickr module, works well for blocks and site.com/flickr shows a couple pages of the right photos.

However i cannot figure out how to do step #4 in the readme: 4.) Add the flickr filter to one of your input formats by following the configure link 'admin/settings/filters'.

If i go to the input formats section on my site, there is nothing about Flickr anywhere. if I click "Configure" for "Full HTML" there is nothing listed about Flickr, nor if i click any of the following links.

can someone please describe the process of how to do this step? I want to be able to use the [flickr] tag in my pages.
