I would like to use this just so I can translate the contact form. If it lets me easily translate block titles, that would be cool too. However, I don't want to use the ICanLocalize service because... well... "I can localize" it myself.

You can use the module and translate yourself. We offer the system in a per-use payment. In this model you would only pay for the system use without the translation (as you can localize yourself). Here is the page with the pricing options:

And yes, the module supports contact forms and block (with their titles).
