Some large-scale installation (ie. drupal.org) doesn't even need to optimize their index, depending on the merge factor used. The daily optimization period should be configurable.

After discussing with Peter on the IRC, we concluded that we don't really need a UI for this. A variable will be more then enough.

Here, with some documentation of the magical variables I was able to find in the code.
