Result of _taxonomy_image_presets() should be array() not FALSE

_taxonomy_image_presets() is used in forms for contrib but if no presets found it returns FALSE

So every time if user visits an admin page error shows:

warning: Invalid argument supplied for foreach() in /home/roszar/drupal-6.11/includes/common.inc on line 1606.

So here the patch
